Luxembourg is the richest country in Europe per capita and one of its most privatized countries regarding land ownership. Luxembourg is one of the founding states of the European Union and its ancestor the European Coal and Steel Community.

The privatization of land is a European and global concern, particularly exacerbated here. As plots and housing become unaffordable due to market pressure, voids remain when judged non-profitable, even in the Luxembourg City center.

Luxembourg always had a tradition of exploiting its land for its resources: from mining to steel manufacturing, the country nowadays develops data centers in rural territories and proposed to become the center for European space mining, in order to extract resources from the Moon.
